Privacy Policy

The current MoINFO OTT viewer applications do not require an end-user account. They use limited technical and playback information to deliver media, protect the service and count aggregate viewing activity.

Information stored on your device

The application stores your selected language and theme, favourite channels and content, recently played items and continue-watching position locally. These lists are not synchronized to a MoINFO viewer account.

Application and update information

At startup, the application sends its platform and numeric build number to determine whether the service is working, under maintenance or requires an update. Firebase Remote Config and Firebase Installations process an app-installation identifier and technical attributes needed to deliver runtime configuration. Apple-platform builds also include Firebase Crashlytics, which may process crash reports, device and operating-system information, app version and technical diagnostics. The installation identifier is not a MoINFO viewer account.

Network and service information

Receiving infrastructure necessarily processes your IP address and technical request headers to deliver requests, rate-limit abuse and troubleshoot failures. Application logs record a request identifier, method, route and response status. Credentials and media addresses are not intended to be logged.

Playback milestones

The application can send START, VIEW and COMPLETE milestones with a random event identifier and the relevant channel or content identifier. A VIEW is counted after 15 cumulative seconds of actual playback; paused and buffering time do not count. Events do not contain a viewer name, email address, account identifier, exact playback position or media URL.

Information the current app does not request

The current viewer app does not request your name, email, telephone number, payment details, precise location, contacts, photos, camera or microphone. It does not include advertising or use information for cross-app tracking.

How information is used

Information is used to load the catalogue and media, restore on-device preferences, operate updates and maintenance, protect reliability, count aggregate playback activity, diagnose errors and comply with lawful obligations. MoINFO OTT does not sell personal information or use it for targeted advertising.

Service providers

Limited technical information may be processed by Google Firebase, contracted hosting and object-storage providers, and approved live-stream providers. Opening a publisher-hosted stream connects your device to that provider. See Firebase Privacy and Security.

Retention and deletion

You may remove favourites or recent items, clear application storage, uninstall the app or stop using the service. Because the app has no viewer account and playback events contain no viewer identity, the Ministry may be unable to connect an individual request to an aggregate count.

Security and international processing

MoINFO uses access controls, restricted Admin authorization, rate limits, protected storage and encrypted transport. No system can guarantee absolute security. Service providers may process information outside Cambodia subject to their safeguards and applicable requirements.

Children and changes

MoINFO OTT is a general public-information and media service and does not knowingly ask children to create accounts or submit personal information. This policy will be updated if the app begins using materially different information, providers or features.
